Is there any law in Vermont concerning returning deposits on used cars in a private sale?

I need to know if there are any laws governing returning deposits on cars in private sales in the state of Vermont.
I am the seller, and I have received a deposit about 5 weeks ago, now the guy keeps saying he can’t come up with the rest of the money and I want to keep his deposit

    I’d say you can keep it. He gave you a deposit to reserve the vehicle for him. In the 5 weeks since, you could have sold your car to a capable buyer. It isn’t your fault he can’t raise the money.
