what happen if a wholesale car dealer sale cars to public? what is the highest punishment in illinois?

Free Car Quote!i have a wholesale car dealer license in illinois, and i wanna sell the car to the public, actually some of my friends r selling cars to public using a wholesale license, and they said the government doesnt care about that. is that right? and what happen if the government found it out?
